Public Health England (now UKHSA) and the NHS have consistently maintained that vaping is significantly less harmful than smoking tobacco. The most-cited estimate — that vaping is around 95% less harmful than smoking — comes from a 2015 PHE review and has been broadly maintained by subsequent evidence reviews, though researchers note that long-term data on vaping is still accumulating.
The NHS currently recommends vaping as a cessation tool for people trying to quit smoking, and NICE guidelines support the use of e-cigarettes in smoking cessation.
What we know about the risks
Vaping is not risk-free. The scientific consensus is that it is significantly less harmful than smoking combustible tobacco, but not completely without risk, particularly for people who have never smoked. Vaping is not recommended for non-smokers, pregnant women, or under-18s. Long-term data (20+ years) is not yet available.
